This annual industry report surveys consumers, businesses, and hemp industry professionals involved in Japan's CBD and hemp market. The 2026 edition covers 168 responses — 55 CBD businesses, 101 consumers, 12 hemp businesses, and 41 AI interview sessions — and analyzes the impact of the amended Cannabis Control Act and the CBN regulation (effective June 2026).

  • The top business challenge is now "regulatory compliance burden" (61.8%), replacing last year's top issue of "small market size"
  • Market outlook is split between "growth" (43.6%) and "contraction" (36.4%)
  • Due to the CBN regulation, 41.8% of businesses have discontinued or plan to discontinue affected products
  • As a side effect of regulation, a market shift toward new synthetic cannabinoids (such as CRDP) was confirmed with over 841 product listings
  • 86.5% of consumers would recommend CBD products, while top concerns are "price" (38.5%) and "lack of quality information" (19.8%)
  • 69.1% of CBD businesses are interested in entering or expanding into hemp-related business
